Westchester and Fifth Avenue Elementary parent Ben Brewer asked the board to pause and evaluate district data before making any decisions about possibly closing a school. He also discussed the long-term impact this decision could have and wants the discussion to continue.

“We heard earlier today that a financial decision on closing a school would be made in less than two months … A rushed process does not build confidence in our community. It erodes it,” Brewer said.

Rudy Colberg is also a Westchester parent lobbying for the school to stay open. With a background in management consulting, Colberg thinks the district’s focus on expenses is short-sighted.

“I see it as, honestly, an incomplete assessment,” he said. “They’re solving for an immediate pain point … and taking a myopic view to just solve for cost without understanding the multitude of other implications.”

“Decatur Schools plans hearing on K-2 closure, redistricting”

City Schools of Decatur is set to host its first scheduled public hearing on  Wednesday, Oct. 29 at Beacon Hill Middle School from 6:30-8 p.m. for the community to give input about a potential K-2 school closure.

Two options for a decision were required to be posted on the district’s website at least two days prior to Oct. 27, but none were shown. As a result, the hearing will not count as one of the two public hearings required by law for a public school closure, according to a CSD press release.

The City Schools of Decatur’s discussion about potentially closing a K-2 school is slowing down following community pushback.

The Decatur School Board will meet on Nov. 11 to discuss the idea. Third-party vendor Education Planners is leading the redistricting and consolidation process. School Board members will evaluate an extended timeline for the process after many parents expressed concerns that things were moving too quickly. The process, initiated in October, was initially expected to be completed by December. It is unclear when the school board plans to make a decision within the expanded discussion timeline.

The City Schools of Decatur Board of Education changed course, expanding the K-2 school closure decision process after hundreds of community members asked the board to slow things down.

One alternative being explored is keeping under-enrolled K-2 schools open by adding Pre-K students.

The process led by a third-party vendor called Education Planners included the potential closure of one of the five K-2 schools, which has been called a “nuclear option” by many in the community.

“Decatur School Board confirms no school closure next year”

A frustrated Decatur School Board agreed that whatever it decides regarding K-2 school closures will not affect the upcoming school year.

The affirmation followed comments made during a recent School Board meeting, in which board members signaled they wanted to pump the brakes on the school closure discussion.

During a retreat on Tuesday afternoon, the School Board worked to refine its messaging on school redistricting amid intense community pushback. While the board could not formally vote on the topic, they could and did form a consensus. The school administration recommended that the board declare its intentions not to change anything before next year.

“Decatur School Board won’t close K-2 schools next year”

The Decatur school board decided not to close any K-2 schools next year.

Parents who were opposed to the plans said they were relieved to hear about the decision.

“I am certainly very encouraged by the board’s decision. I think from now it’s, ‘How do we ensure we’re not doing this again next year?’” Thomas Moore, a parent, said. “So, really, we want to find a solution that’s going to take that off the table altogether.”

Moore told Atlanta News First he was initially concerned about the rushed timing and the lack of communication about why closures were necessary.

“CSD records contradict public message on Westchester closure”

Records show that City Schools of Decatur considered closing Westchester Elementary School even while it was telling the public that no decisions about school closures had been made.

Those records also show that while the school board said there was no connection between closing a school and the Early Childhood Learning Center, at least one board member said the school closure would be necessary to pay back the money borrowed for the project.

The records were obtained by a group called Save Decatur Schools and provided to Decaturish. School board members declined to comment about them.

“Decatur School Board chair pushes back against critics”

Decatur Schools Board Chair Carmen Sulton doubled down on her insistence that the board has been transparent in its handling of a potential school closure and the construction of an early childhood learning center.

The comments left many of the board’s critics frustrated.

Sulton pushed back on critics during her monthly chair report during the Jan. 13 School Board meeting. Records uncovered by an advocacy group recently came to light and showed the board’s private statements contradicted its public message about the two issues.

“Decatur School Board Chair proposes moving K-2 study to 2028”

The City Schools of Decatur’s kindergarten-second grade utilization study, which will determine how the district should address the current enrollment decline, may be delayed until the district’s next strategic plan, scheduled for 2028.

While no official vote or decision has been made to push back the date further, Board Chair Carmen Sulton said during a community meeting on Jan. 21 that she would be taking formal action to push it back so more data and input can be collected.

“I think that would give us the opportunity to look at some of these metrics with a lot more detail and a lot more intentionality, and hopefully give the community the opportunity to weigh in and have a robust discussion,” Sulton said.

“Decatur board weighing future of Beacon Hill green space”

The fate of a green space at 346 W. Trinity Place is in the hands of two city boards with distinct missions.

The Decatur Public Facilities Authority is currently issuing debt to finance the construction of an early learning center on the property. The Decatur Historic Preservation Commission is considering granting the property historic designation.

“Decatur Schools, historic commission spar over ECLC project”

The Decatur Historic Preservation Commission’s chair and vice chair sent City Schools of Decatur a letter urging CSD to postpone development of the district’s Early Childhood Learning Center.

The HPC leadership asked the school district to wait until after the city commission’s vote on a Beacon Hill historic designation on April 20.

Decatur School Board Chair Carmen Sulton declined, offering an alternative. Sulton said she was speaking on behalf of the school district, but the board has not publicly discussed or voted on the preservation commission’s request.

In a Feb. 24 meeting, Decatur’s HPC unanimously agreed to a modified recommendation to approve designating parts of downtown Decatur as the Beacon Hill Historic District.

During the March 16 Decatur City Commission meeting, commissioners blasted Decatur School Board members over their handling of an Early Childhood Learning Center project.

Decatur’s Historic Preservation Commission questioned City Schools of Decatur representatives March 17 about greenspace plans for the new Early Childhood Learning Center and the district's efforts to honor the Beacon Hill community.

The meeting’s order of business was to create a response letter to the school district, determining what the HPC would recommend before building the ECLC. It marks the fourth letter in an exchange that began in February when CSD opposed an application to establish a Beacon Hill historic designation on the ECLC site.

“Legislator files bill requiring referendum for CSD bonds”

Georgia Sen. Elena Parent, D-Atlanta, has filed a bill that would require a voter referendum for certain City Schools of Decatur bonds over $20 million.

Parent filed Senate Bill 625 on March 17, which requires a referendum for issuing revenue bonds through the Decatur Public Facilities Authority for City Schools of Decatur. CSD asked for a $52 million bond from the city’s Public Facilities Authority to build the ECLC and make improvements at Decatur High School.

“Voters could decided fate of Decatur’s planned early learning center ”

The City Schools of Decatur will have to let voters decide whether the district can proceed with plans to build a new early learning center if Gov. Brian Kemp signs a bill state lawmakers passed Thursday evening.

Senate Bill 625, filed by Decatur Democratic Sen. Elena Parent, requires voter approval before the $22 million center can be built. The legislation says the school district must hold a referendum before issuing bonds of $20 million or more. The legislation does not say when a referendum would be held.
